The present COVENANT OF COEXISTENCE is the guide of action that aims to define goals for the education and training of our young people. It is a way to form a man and a woman with projections and a new culture in times of historical changes. It is a normative pedagogical instrument, which becomes the framework of reference for the educational community, facilitating the research for personal harmony and the commitment of all, in front of the values ​​that make possible the construction of a law, democratic, participatory, inclusive and pluralistic society.

We intend with this COEXISTENCE SOCIAL COVENANT to share a quality education for our students, based on the values ​​of a civic ethic and the full validity of Human Rights.

The parents and / or participants acquire a commitment in the accomplishment of objectives, principles, goals and academic norms and of social coexistence. The agreements for ethics and social coexistence agreed upon by all members of the educational community, are constitute in a point of balance negotiated by the parts or any other entity that has a relationship with the institution.

This pact transcends the legality and links the multiple projects of life that cohabit in the institution, with a normative directive that allows the respect for the full development of its students.

Of this accomplishment will depend to a significant extent the institutional future and social welfare.

DEFINITION COVENANT OF COEXISTENCE: The coexistence pact is a set of criteria where mutual agreements are declared between the diverse classes of our educational community, in all aspects that contribute to a healthy coexistence, with inclusion, within the institution. It is also pertinent to affirm that it is for the institutional application, adopted by the board of directors in use of its faculties, aims to contribute in the integral training of the student; highlights duties, rights, obligations of all actors in the educational community and the applicable procedure to enforce them; Enshrines/consecrates pedagogical measures, determines patterns of behavior, guarantees due process, manifests the willingness of the educational community and applies pedagogical correctives.


According to the decree 3433 of September 12, 2008, the Municipal Education Secretary/Ministry of Pereira, a certified territorial entity authorizes the opening and operation of this private educational establishment, which was initially called LICEO BILINGÜE EL POBLADO, was founded in 1998 by the Specialist Luz Mery Ríos Ardila in the house that is located in the Mz 18 Casa 30; In the year 2000 was moved to the Mz 20 Casas 22, 23 and 24 in the neighborhood the Poblado II. In 2015, it was possible to expand the physical infrastructure where the cafeteria, the audiovisual room, the bedroom, the dining room, the teachers' room, the library and the systems room are currently operating.

For the year 2006, by the request of the educational community, the decision to create the baccalaureate was made with the Magister Ismenia Rios Ardila and the Institutional Educational Project (PEI) was presented to the Municipal Education Secretary of the city of Pereira.

The level of pre - school was materialized with the resolution 190 of March 20, 1998.

The primary level was constituted with the resolution 375 of August 3, 1999.

The basic secondary with the resolution 1154 of April 15, 2008.

And the technical average with the resolution 5639 of December 31, 2008

Nowadays, it is denominated Liceo el Poblado and continues with the improvement in English that is one of the institutional objectives.

The institutional progress is evidenced by its pedagogical and physical growth, the superior results in the PRUEBAS SABER and ICFES tests, the impact with the social service project, the development of the proposal of the love reading project that has revitalized reading levels in each one of the students.

Through pedagogical strategies build in the student the strengthening in English, in reading and writing, in citizen skills/competences and in learning in work environments to train people who transform the culture of Colombian society.


For the year 2022 the student graduated “liceísta” will be a Bilingual person, a critical reader, with citizen competences to interact with social responsibility in the construction of a new country.


At the Institution, LICEO EL POBLADO is being carried out the process of quality certification to achieve the ISO accreditation 2011.

For this, a team from the educational community was defined, which was notified to the directives as the Quality Committee FORMAR.

STRATEGIC PLANNING: It is the process through which the leaders order their objectives and their actions in the established time. Its purpose is to produce profound changes in the scenarios where the school is being developed and in its internal culture.

MISSION : It is the reason of being of the institution. This statement should clearly indicate the scope and direction of the actions, as well as the distinctive features of the institution.

VISION: A set of general ideas that provide the framework of reference for what an institution wants and expects to be in the future. When defining the vision, the institution establishes the direction it wishes to achieve in the future, it means, the operation it wants to have in long term.

BELIEFS: They are structures of thought learned, which explain the reality and that proceed to the configuration of values. They guide our behavior.

VALUES: Attributes, properties or characteristics that attributed to actions, people or objectives justify a specific attitude towards them.

PROFILE OF THE TEACHING DIRECTOR To be a licensed professional with a degree in education, have knowledge of didactics based on pedagogical training projects and the curricular guidelines emanated from the MEN, have experience in education as an educator or as a manager.


-Capacity to lead with enthusiasm the liceístas processes to achieve good performances. -To be a mediator in conflict resolution -To be a person familiarized with the PEI and the PEC -Verify and evaluate the proposed PHVA for the development of projects, improvement plans and action plans of the PE -To have professional and personal ethics to exercise control in the fulfillment of educators. -Gestion and dynamism with love and sense of belonging everything that considers and is suggested for the welfare of the institution.


ACADEMIC REQUIREMENTS -Be professional or undergraduate student in the area to dictate in the Institution. -To have knowledge of didactics based on pedagogical training projects.


The profile of the general services personnel of the institution must possess ecological sense and belonging with the institution, not allowing deterioration of the physical plant. He/she must give notice to the administration to make respective arrangements, collaborate with the different sports and cultural activities, have an excellent personal presentation and good deal with students, parents and teachers.

Art. 1: The Institution considers as fundamental rights of students: live, physical integrity, health and social security, food, care and love, education with inclusion and culture, recreation and free expression of opinion. The rights of children prevail over the rights of others (C.N. Art.44).

Art. 3: Participate actively in the building of coexistence pacts and in their fulfillment, acting democratically, achieving a space for public action and human development in a democratic practice, knowing the manual of coexistence widely, learning to interact and strengthen the values ​​that the Institution infuses.

Art. 4: To be valued as a person and as a member of the community. This will strengthen individual and social responsibility.

Art. 24: To choose and to be chosen spokesperson of the group and as such to represent it in the Council of Students (decree 1860, Art 29).

Art. 25: Elect the representative of the group for the Board of Directors or to be elected if he/she is in 11th grade and if he/she is the spokesperson of the group.

Art. 26: To choose the “Personero” of the students or to be chosen like so he/she is in 11th grade.

Art. 31: To be evaluated, self-evaluated and co-evaluated according to the parameters established by the MEN and to know opportunely the results of those processes.

Art. 32: To have a qualified teacher, so that the orientation of learning leads to positive results, receiving from these examples of: - Professional quality. - Responsibility. - Membership of the institution. - Punctuality. - Relational ability or treatment. - Ethical behavior and good habits.

Art. 33: Free choice of participation in youth groups, or training activities (Ecological, Cruz Roja, Musician-Martial Band, Dance, Theater and others organized).

Art. 34: Receive information, training and practice of disaster prevention drills.

Art. 35 : Participate in sports, cultural and extracurricular events with previous request for permission made by the institution that invites to the event, if the teachers corresponding to the subjects in the schedule of that day authorize permission for the absence and previous authorization of the parent.

Art. 36: You have the right to request permission to leave the campus properly justified, certified by parents, that will be presented to the Institution by the student.

Art. 37: Respect the place to continue in the Institution, if the academic performance, social coexistence and attitudes are in accordance with what is expressed in these pacts of coexistence, otherwise this will be denied by the Board of Directors. (Law 115, article 132 and approval of the Association of Parents of the Family (Decree 1286/05, art 10, literals a, eyf, and Law 1098/06, article 10).

Art. 38: He/she has the right to the promotion in advance in persistent cases of overcoming of achievements, previous fulfillment of requirements faced to the committee of evaluation and promotion, according to General Law of Education and current decrees.

Art. 39: He/she has the right to rest and recreation according with the planning of the Institution, respecting the spaces of the population with sensorial disability.

Art. 40: To respect their belongings.

Art. 41: To an institutional identity, that identifies him/her, of other educational centers, with a uniform, knowing the parameters of use and formative purpose of it.




According to the National Constitution, all Colombians must comply with "Duties and Obligations" (Capt.5, article 95).

It is the primary duty of the students of the Institution, to respect it as a source of acquisition and construction of knowledge and environment of coexistence, since it develops all their capacities and values ​​that are the fundamental basis of their future, knowing and fulfilling the criteria of the coexistence pact.

It is a fundamental duty to have knowledge of the philosophy of the five ‘eses’, (5s): Sense of order, sense of cleanliness, sense of utility, sense of self-discipline, sense of health. This to promote excellence and quality in the Institution.




Art. 42: Take care of personal presentation of both elementary and high school students. Through this, self-esteem is improved and a sense of social coexistence is generated. The correct use of the uniforms, will facilitate the practice of their formation. The uniform will be exclusively used during the school day and community events. It should be carried without exaggerated accessories (piercing, earrings (men)), nor extravagant colorings (phosphorescent, red, green, blue, purple, among others), that demote the free development of the personality, nor be out of tune with the uniform. In addition, only the institutional jacket should be worn and you should not squeeze the pants (Primary and High School).

For male primary students, the daily uniform should be worn with the vest and the shirt inside the pants that must be worn with a belt. The blue or black slipper well-polished. Socks should be white or gray and long.

For female primary students, must wear the vest, the shirt inside the skirt and it must have four fingers above the knee. The blue or black slipper well-polished, socks must be white. And they should not have nails with dark glazes. (Light colors and only one decorated nail). Do not use any makeup. Hair accessories must be blue, black or white.

High school students will wear the PE (physical education) uniform impeccably neat and without damaging the aesthetics of it. It is important to highlight that it is used with sneakers and socks until the ankle, not until the heel completely white; girls should not wear color tops under the quality shirt that is used on Fridays, nor under the gray that is wear from Monday to Thursday. In addition, they should not have nails with dark glazes (Light colors and only one decorated nail). And do not use any makeup. Hair accessories must be blue, black or white. Ans so, it will be carried out the same by primary students but in the specified days in the schedule of each group.

Preschool students will wear the PE (physical education) uniform (gray shirt and sweatshirt) on Mondays and Wednesdays, daily uniform is worn with the vest and the shirt inside the pants or the skirt as appropriate. Blue or black shoes well-polished. Socks should be white and long for girls and gray or white for boys. On Friday they will use the quality shirt with shorts, socks and white sneakers.


Paragraph: The school does not admit students belonging to groups, sects, tribes or ‘barras bravas’, and generally any group whose principles are inconsistent with the PEI.

Note: The right to free development of personality is not an absolute right. An imprecision about the meaning of freedom, can override freedom itself. Interpret that the right to free development of personality involves the unlimited power of each person to do or not do what he/she pleases, it is a fatal error.

Art. 43: Attend punctually to the institution, classes and all scheduled activities (academic recovery when necessary), and other places where it was a special commitment (cultural performances, sports, academic, etc.). This will help you be a responsible person (Decree 1860, Art. 53).

Art. 46: Participate with contributions and analysis of general interest in the institutional committees proactively in the implementation and maintenance of the quality management system.

Art. 47: Collaborate with accurate and timely information to the group’s director, of difficulties that are happened or being observed in the institution to clarify the inappropriate behaviors and allow group harmony and an optimal learning environment.

Art. 48: Take care of personal belongings. The institution is not responsible of them.

Art. 112: The student that by justified reasons must be absent of the institution during the day, the Coordinator or Principal will request authorization, and his guardian must sign the authorization at the time of departure. The student will never leave the institution alone. He/she must do it with the guardian or the responsible adult authorized.

Art. 113: Mass or total absence of students to one or more classes, community acts and other planned activities by the institution, will be considered as serious misconduct, which will be evaluated and rated by the rectory and the Committee on Social Affairs. If necessary it will pass to the Directive Board.

Art. 114: Students who because of their physical disability or illness cannot perform activities in the class of Physical Education and Sports, will timely submit to the Coordination and teacher in the area, medical certificate stating this disability. In this case the teacher, in his opinion and pedagogical criteria, assign a task that allows him/her to reach achievements in this area.


Students with sensory disabilities (blindness) will perform other physical activities that present no risk to their physical integrity.

They are considered inappropriate behavior those who are against the health coexistence of society and are opposed to the duties arising from the pact of coexistence, or that may negatively affect the normal development of the processes of the institution. These acts may be minor or serious.




Those who are committed unintentionally, but that somehow affect the educational activities of the school. They are faults of discipline when observable behaviors in daily action, refer to non-compliance with certain agreed duties.


These are considered minor acts:


Art: 75: Do not play aggressively and use disrespectful language which is punishable by lowering the grade in social behavior.

Art. 115: Chatting in class perturbing the development of his/her study or his/her classmates.

Art. 116: Leaving the classroom or community events without prior authorization.

Art. 117: Throwing papers or garbage to the floor.

Art. 118: Stand up of the chair repeatedly.

Art. 119: Consume food in class.

Art. 121: Do not deliver the excuses submitted by the parent or guardian on time.

Art. 122: Buy in the store at times not allowed.

Art. 123: Be late at school and / or for class, acts of community or sites where is necessary to represent the school, without just cause.

Art. 124: To arrive without the corresponding uniform or incomplete or improperly, adding extravagant fashion accessories in her/his hair, makeup and similar.

Art. 125: Impede the normal academic work, carrying out noisy activities.

Art. 126: Exit repetitively the classroom in a disorganized way and trampling others.

Art. 127: Booing and whistling in the classroom or community events. It is considered serious if it is committed in an act of community in which the school was invited or where the student is representing it.

Art. 128: Stay repetitively inside classrooms, corridors or other dependence on break time. Paragraph: In the case of summons and this is not to be delivered to the guardian, it shall be considered as serious misconduct; In addition, this case will pass to committee of coexistence consideration.

Art. 136: The repeated minor acts. In three times and depending on the fault.

Art. 137: Be responsible for robbery, theft or fraud.


Paragraph: Student who is proved of theft or fraud will be immediately canceled her/his registration.


Art. 138: Be rude or disrespectful against the cordial warnings that are made or against students or other people in the institution.

Art. 139: Removing or falsifying public documents or from school such as: Qualifications, certificates, diplomas, control sheets of daily attendance, etc., or induce a partner to do so.

Art. 140: Try or perform fraud on tests or academic assessments, or induce someone to do it.

Art. 141: Bribe professors or directors of the institution.

Art. 142: Threaten, coerce or attack with words or acts to any member of the educational community, within or outside the institution.

Art. 143: Induce, encourage or make fights or quarrels, threats, blackmail or verbal/psychological pressure against any member of the school community and with these with other stratum using actual or virtual media.

Art. 144: To join gangs considered dangerous or develop activities that denigrate the human condition or affect the good name of the school.

Art. 145: Disobey orders or reasonable instructions given by the authorities or teachers, inside or outside the classroom.

Art. 146: Consume, use, introduce or sell hallucinogenic drugs, narcotics and liquor, inside and outside school, or induce others to sell or consume them.


Paragraph: When a student is caught or detected consuming hallucinogenic or psychoactive substances, narcotics, or accept voluntarily having problems consuming these, s/he will be treated for their families with a competent authority and professional staff indicated; of this treatment must be present evidence of positive results (clinical laboratory tests, etc.); if there is not access to the drug treatment or the student abandons such treatment the registration of the institution will be canceled. In case of sale the students will be withdrawn or missed of the institution.


Art. 148: Attempt against the good condition of the school facilities, equipment, furniture and teaching materials or damage them intentionally.

Art. 149: Assaulting physically and/or psychologically their partners, superiors or others in the institution, by means of rude vocabulary, denigrating nicknames, aggravating the fault if the victim is offended because of physical limitation.

Art. 150: Disrespecting peers or colleagues in games or in the spaces they occupy, harm their school supplies, uniforms, etc.

Art. 151: Sponsor or being active accomplice of the faults of colleagues.

Art. 152: Entry or leave the school for places not indicated.

Art. 153: Go to the school and not arrive it or being at school, do not go to classes or events scheduled, without just cause.

Art. 154: Repeated unexcused absences from school or activities scheduled on or off campus.

Art. 155: Unjustified failure to attend training or presentations of groups, teams or selections of which is part.

Art. 156: Damaging or intentionally alter or subtract daily sheet of attendance or the group’s notebook.

Art. 157:Leave the classroom (class escape) of the scheduled activity or the institution without proper authorization.

Art. 158: Use the name of the school fraudulently (raffles, cinemas, festivals, etc.)

Art. 159: Porting knives or firearms inside the school or in places where it is attending in representation, to solve problems or intimidate

Art. 174: Any act considered criminal by Colombian laws.

Art. 173: Third wake-up call: Student - Group’s director- Coordinator-Committee of social coexistence and principal. Record in the disciplinary sheet. "The prevention or warning is a restraining measure by which parents, or people whom the minor depends, the compliance of the obligations that they correspond is required". They are pedagogical actions, among others:


Art. 174: Detect behaviors,, whose main cause is the reason for the lack of discipline in the institution.

Art. 177: Temporary suspension of academic work. Art. 178 : If the fault is serious, the parent and/or guardian will be called so that together with the student, coordination of social coexistence and group’s director, discuss and analyze viable solutions to the situation presented. Art. 179: If the student does not change their attitude, the Committee of Social Coexistence will receive the case, send by the coordinator of social life who will have in his/her hands the written track and respective signatures of the student and guardian for analysis, or will pass to the Board, according to the seriousness of the misconduct, to determine deregistration or non-renewal of this (denial of quota for the following year); If continues in the institution, s/he will be enroll with concerted commitment.




A. When serious faults to the pact of coexistence are presented or according to the criteria of the coexistence committee.

• The elementary school student with cognitive difficulties that has not reached the basic performance in one school year may be promoted at any time of year, according to advances in his/her own competences.




• Students who do not enter from the first period, shall:

• Provide a copy of his/her qualifications to academic coordination and save a copy to present to each of the teachers who will tell (if needed) the topics levels and will indicate the process to do so.

• Read, analyze and accept the pact of coexistence.

• No student of ‘transection’ grade will fail the year.

• Students until 11th grade will fail the year with 3 or more failed areas.

The Rector shall attend meetings of this committee when they are going to study serious cases of social coexistence.


Paragraph: The representatives of the primary section will be on that committee when they are going to study cases of students of that study day.



  • A.Listen, approve and / or make observations to reports on discipline and behavior, presented by the Coordinator.
  • B.To study, analyze and propose corrective disciplinary and behavioral special situations of the students, with previous inform of the Coordinator.
  • C.Determine the sanctions provided for in this agreement and related with decisions of the refusal of the student quota for the following year and cancellation of registration, which will be defined by the Board.
  • D.To make appointments and listen to teachers, parents and / or students when necessary, to clarify situations of social coexistence.
  • E.Study and analyze faults and / or duties that are not covered by this agreement.


In the evaluation and qualification of the faults the criteria set by the school, according to the decree 1290 will be considered. Also, must meet educational sanctions by one, two or three days outside the classroom, accompanied by the coordination of social coexistence.


Nota: Any student who is banned for three days closes any process and should recover his/her grade as its minimum in high performance to continue in the institution or basic performance to change it.




It will be a 11th grade student of the institution, responsible for promoting the exercise of rights and fulfillment of duties of students, enshrined in the Constitution, laws or Pacts Coexistence.

The exercise of the student ‘Personero’ is incompatible with the student representative to the Board.




It is the highest collegiate body that ensures and guarantees the continued exercise of participation by students. It comprises a spokesman for each of the grades offered by the institution, elected in assembly group. Children in preschool and the first three grades of the primary cycle, elect a spokesperson among students who attend third grade.




A. Provide its own internal organization.

B. Choose the student representative to the Board of the establishment and advise him/her in the compliance of its representation.

C. Invite to the deliberations students who present initiatives on the development of student life.

D. Other related or complementary activities with which it has under the previous manual coexistence.




The board of directors will promote the establishment of the Association of Parents, for which may summon a constituent assembly, providing space or secretarial aid, contribute to the collection of maintenance fees or support initiatives on improving the quality of service education provided by the institution.




The association, in addition to the functions that determine its rules of procedure, may carry out activities such as:


a. Ensure compliance with the Institutional Educational Project and its ongoing evaluation, for which you can hire specialized consultants.

c. Promote the process of constitution of the Parent Council, to support the educational role that they have.


The Board of Directors of the Association of Parents existing in the institution, will elect two representatives to the board, one must be a member of the board and another a member of the board of parents.




It is an organ of the Association of Parents, ensures the participation of parents in the educational process. It is comprised of the spokesmen of parents and of students enrolled in each grade of the institution.




They are the educators who must develop the ethical and moral education in first instance to support the other educational associations, to seek clarity and efficiency in student training.


The Group Director is directly responsible of the functioning of its course tin the formative and organizational aspects collectively and individually, he/she is responsible for


A. Maintain permanent contact with his group.

B. Advise your group on the use of leisure time and their contribution to cultural celebrations.

C. Guide the group in their behavioral difficulties and academic performance.

D. Keep with students in excellent condition furniture that has been assigned under their responsibility.

E. Organize the group for grooming and arrangement of the classroom, supervising this daily activity, as well as the personal appearance of students. To do so, may be supported by the spokespersons and representatives of the group.

F. Being in front of his group in the general concentrations and other cultural activities, and send the report to the appropriate coordination.

G. Maintaining contact with parents and take control of the assistance from them to meetings scheduled by the institution or by the direction of the group.

H. Carry orderly and dutifully reports and records of your grade, achievement report, observer and control of performance and behavior.

I. Prepare and perform responsibly the study fay of group direction in support with the coordination, according to the ‘Proyecto de Dirección de Grupo’ proposed within the Operational Plan of the Coordination; These seminars are held every 8 days, on Tuesdays in the first hour for the afternoon schedule and early on Thursday for the morning schedule, with agendas developed alternately, according to the program provided by the institution and others to judgment of the trainees are required for proper functioning. Today and always it is necessary to educate for peace. Pedagogy for Peace cannot be reduced to mere provision of information; She needs that values of the culture of peace are identified and joined and then generate coherent attitudes with them.
